WhatsApp will charge for support messages starting in October: what changes for your business
Meta has announced a change that will directly affect the cost of running WhatsApp for sales. If you use the Official API to support customers, recover carts, or confirm orders, this update deserves your attention now, not in October.
The summary that matters
Right now, replying to a customer within the 24-hour service window is free. That changes:
- August 1, 2026: billing starts for messages sent by the new Meta Business Agent Platform, Meta's own AI, charged per token.
- October 1, 2026: billing starts for service messages (the replies you or your automation send today) and for utility messages answered within the 24h window. Both categories have been free since 2024 and 2025, respectively.
In practice: any message you send to reply to a customer will generate a cost starting in October. There's no more free service window.
Why Meta is doing this
Meta is launching its own AI support layer, Meta Business Agent. To make this product viable and standardize billing, it's ending the free tier that existed in the other message categories. In other words: the change isn't just "we're going to charge more," it's "we're leveling the playing field" between Meta's own AI and third-party solutions.
How much this will cost
For service messages (what most businesses send today), billing will be per message, at the same rate as the utility and authentication rates already in effect per market. In Brazil, the current reference is around US$0.0068 per message, equivalent to R$0.035 at the commercial exchange rate of 06/30/2026 (US$1.00 = R$5.16).
For Meta Business Agent, billing is per token: US$2.00 per million tokens. A simple message consumes between 20,000 and 25,000 tokens, which comes out to roughly US$0.04 to US$0.05, or R$0.21 to R$0.26 per message. More complex interactions, with multiple exchanges, cost more.
For comparison, the marketing template (the send that opens the conversation, like an abandoned cart reminder) is already billed today and stays at the same rate: US$0.0625, or R$0.32 per message in Brazil. It's the only cost that already exists in your current operation, and it works as a benchmark for sizing the rest.
Meta itself published a cost comparison for 10,000 AI messages in Brazil:
- Low-complexity third-party solutions: about US$268 total (~R$1,383).
- High-complexity third-party solutions: about US$968 total (~R$4,995).
- Meta Business Agent: between US$400 and US$500 total (~R$2,064 to R$2,580), regardless of complexity.
The important detail here: Meta Business Agent's price is proportional to the value delivered. A simple reply costs little, a complex reply costs more. A high-complexity third-party AI solution can end up pricier than Meta Business Agent, but in simple scenarios it tends to come out cheaper.

An increase of more than 30% in the cost of this single conversation, counting just the initial template plus the three follow-up replies. Multiply that by your operation's monthly recovery volume, and the impact becomes clear fast.
What this means in practice for anyone selling on WhatsApp
If you automate support, cart recovery, Pix collection, or order confirmation, starting in October each of these messages will carry a direct cost from Meta, on top of what you already pay for the tool you use. This isn't optional and doesn't depend on the platform you choose: it's a charge from Meta itself, applied to any service message, whether sent by a human agent, automation, or third-party AI.
Two points deserve immediate attention:
1. Your operation's total cost will go up.
If you currently calculate your WhatsApp automation's ROI without counting the per-message support cost, that number will change starting in October. It's worth reviewing your cost-per-conversion metric with this new variable in mind.
2. The free 72-hour entry window still only applies to message delivery.
If you use Click to WhatsApp Ads or Facebook call-to-action buttons, delivery within that window remains free. But if the reply comes from Meta Business Agent, the token cost is already billed starting in August, even within that window.
What to do now
The window until October is short, and it's worth using it to:
- Map the volume of service messages your operation sends today, to estimate the financial impact.
- Simulate the impact on CAC and support cost per conversation: a simple support interaction, which costs R$0.00 today, will cost a few dozen cents, and a longer support interaction can exceed R$2.00 if answered by Meta Business Agent.
- Review the pricing of your products or services that depend on WhatsApp support, factoring in this new fixed cost per message.
- Confirm with your automation provider how this cost will be passed on, billed separately, or absorbed.
Whoever already operates with clarity on cost per message and per conversion gets ahead. Whoever only finds out about the impact on the October invoice will have to adjust pricing and operations under pressure.

The message the customer sends you is never billed, that doesn't change. What changes is the reply. Starting October 1, 2026, any service message you send within the 24h window will carry a cost, whether that window was opened by your template or by the customer messaging you directly. That's volume that's currently invisible on the invoice and needs to be factored in, especially for operations where most support starts with the customer reaching out.
Does the free 72-hour window for Click to WhatsApp ads still apply?
