The 1,000 free-message allowance on the WhatsApp API, and what changes in October

Starting October 1, 2026, Meta is changing how it charges for messages on the WhatsApp Business Platform, the Official API. Free-form replies businesses send within the 24-hour service window, known as service messages, stop being unconditionally free, but every business phone number now gets an allowance of 1,000 free messages per month before billing kicks in.

This allowance was announced after the pushback to the initial billing notice, and it significantly cuts the impact for low- and medium-volume operations. Billing only starts on the 1,001st service message delivered from that number, in that month.

What counts as a service message

A service message is any reply your business sends without a template, inside the 24-hour window opened when a customer messages you first. If someone asks "has my order shipped yet?" and you reply, that reply is a service message. If they ask again and you reply again, that's two.

Messages the customer sends never count toward this. Billing is always on what the business sends, whether that's an agent, a bot, or an automation.

How the 1,000-message allowance works

The rule comes down to three points worth remembering:

  • each business phone number gets its own allowance of 1,000 messages per month
  • unused balance doesn't roll over to the next month
  • the allowance can't be combined or redistributed across different numbers

An operation with three numbers on the Official API gets up to 1,000 free messages on each one, not 3,000 to split freely. If one number uses 400 messages in the month, the remaining 600 are gone, and that balance can't be transferred to another number in the same company.

The allowance doesn't cover utility templates sent within the window

Here's the part that most announcements about this change are glossing over. October's update has two fronts, not one.

The first is the 1,000 service-message allowance, covered above. The second is that utility templates sent within the 24-hour service window, like order confirmations or status updates sent as a template, also stop being free starting in October. These templates get billed at the utility category rate, and the 1,000-message allowance doesn't apply to them.

In practice, an operation can stay entirely within its service-message allowance and still see its bill go up, if it relies on utility templates to confirm orders or status within the service window.

One thing doesn't change: the free 72-hour window opened by Click to WhatsApp ads keeps working as it does today, outside of this allowance.

Who feels little impact, and who feels it

For small operations, a clinic, a shop replying to a few hundred conversations a month, the allowance tends to cover practically all the volume. October's change technically applies, but in practice generates no extra cost as long as the number stays under 1,000 service messages a month.

For larger operations, the math changes. A number sending 20,000 service messages a month gets the first 1,000 free and pays for the other 19,000, at the same regional rate Meta already charges for utility templates today. That makes the bill easy to estimate: if you already pay for order confirmations via template, the excess service message costs the same per unit. The bigger the volume, the smaller the relative weight of the allowance on the total bill.

What to do before October

Before deciding whether this change matters for your operation, gather a few numbers:

  • how many service messages each of your numbers sends per month, today
  • how many utility templates you send within the 24-hour window, versus outside it
  • how many messages, on average, your team or bot uses to close one conversation
  • how many numbers you run on the Official API, since the allowance is per number, not per company

Automation flows that reply in several short messages, "Hi!", "Welcome", "How can we help?", "Pick an option", burn through the allowance faster than a single, complete reply. It's worth reviewing those flows before October, not just for the allowance, but because a leaner automation replies faster and converts better either way.
